FC Nordjælland are reported to have already tabled the bid as they look forward to have his signature during the summer transfer widow,ahead of their rivals.
Okpotu topped the scores chart with 19 goals in the last season domestic league.
The player featured in recently Africa Nations Championships (CHAN) in Morocco where he helped Nigeria win the silver in the tournament.
A skillful player with pace to burn, Okpotu, will be looking for his second professional stint outside the country, having earlier played for Al-Ittihad of Libya.
In 2015,the experience forward was also linked to German side FC Cologne and Norwegian side SK Brann before he opted to move to Libya and then he retraced his steps to join Lobi Stars in the following NPFL season.
