Zambia: NSCZ rules in favour of FAZ

National Sports Council of Zambia have ruled in favour of Football house on a matter concerning the Reconvened AGM scheduled for 10th October.Soccer Administrator Simataa Simataa had written a letter to Sports minister Hon Vincent Mwale petitioning the reconvened FAZ AGM saying its an illegal event.

Hon Vincent Mwale had tasked NSCZ to rule over the matter after the veteran soccer administrator and proprietor of FAZ Division 2 side Mtendere Stars had submitted that the reconvened FAZ AGM was illegal as the ONLY agenda item for the reconvened AGM was a motion that had been put to a vote in the last AGM on March 28 and was defeated.

With the NSCZ ruling that the AGM goes on, it remains to be seen what shall be discussed since a defeated motion cannot be discussed in the same meeting.

SUMMARY OF SPORTS COUNCIL RULING ON FAZ RECONVENED MEETING.

The National Sports Council of Zambia has studied the contents of Mr. Simataa’s letter and the following are the observations;
a. The Council observes that Mr. Simataa Simataa wrote the letter in question to the Honourable Minister signed by himself, “for
and on behalf of various FAZ members”. Our investigations reveal that Mr Simataa Simataa is not a member of FAZ.
b. The Council is at loss because Mr Simataa Simataa does not mention which FAZ members attended the said meeting, the
rules that governed the meeting, the resolutions of the meeting and the minutes of the meeting which maybe relevant to their petition.
c. While the Council appreciates that every Zambian citizen has got the right to be heard on an issue that is a subject of an institution of the Government (i.e National
Sports Council of Zambia), procedure in addressing such issues is paramount and must be adhered to. In this case, the
procedure taken by Mr. Simataa Simataa to write directly to the Hon. Minister was inappropriate.

Further investigations reveal that the FAZ AGM held on 29th March 2015 was adjourned.
Arising from the above observations, the Council recommends the following;
a. The reconvened FAZ AGM set for Saturday, 10th October 2015 should proceed as scheduled.
b.The items under discussion in the reconvened AGM should be issues which were not concluded in the last AGM.
