Lassine Sinayoko doubled the lead for Mali after being put through on goal.
Bertrand Traoré pulled a goal back from the penalty spot after VAR a handball in the box.
The Stallions mounted late pressure late on as they searched for the equalizer.
Issoufou Dayo thought he had drawn his side level but the goal was disallowed for offside.
Mali held on to the lead and secured a date with hosts Côte d’Ivoire on 3 February, 2024.
